UK: New election motion to be submitted by gov't on Monday 9 Sep. 
- Gov't hoping that with the passage of the Benn bill and the risk of no-deal
reduced, Labour will support the motion. Leader Corbyn torn between avoiding
no-deal and trying to oust Johnson in election. 
- Lib Dems, SNP, and some in Labour likely to refuse, argue that election can be
called only when the gov't has asked EU for Art. 50 extension. 
- If election motion not passed on Monday, gov't has only until Thurs 12 Sep
when prorogation kicks in until Oct 14, eliminating the prospect of an election
until after extension requested.
