Leader of the House of Commons Mark Spencer has confirmed that the Committee Stage of the Northern Ireland Protocol bill will begin Wednesday 13 July, just over a week before the House rises for its six-week summer recess on 21 July.
- The Committee and subsequent Report stages can prove a lengthy process, with line-by-line scrutiny of the legislation and the ability to propose amendments to the bill.
- While the bill passed its second reading in the Commons with a comfortable majority, the opposition and some recalcitrant Conservative MPs could seek to hold up the bill by offering new clauses or demanding greater scrutiny.
- However, given the pro-Brexit leanings of most of the Conservatives' grassroot supporters, MPs opposed to the bill (or PM Boris Johnson's leadership) could allow the legislation to pass in the Commons and let the Lords delay the bill for a lengthy period with numerous proposed amendments.
