SPAIN: PM Pedro Sanchez's minority gov't has reached a deal with the centrist
Citizens party to gain a parliamentary extension to the country's state of
emergency until June 21.
- It has been agreed that tomorrow's extension will be the final one granted,
meaning the end to lockdown will be administered by the central gov't rather
than regional administrations. 
- By June 15 Sanchez will be required to submit a plan to the Congress of
Deputies for those regions that have reached the end of the gov'ts 4-phase plan
for unwinding lockdown. Plan will also require detail on how incidents like
COVID-19 pandemic can be managed without resorting to the declaration of a state
of emergency.
