POLAND: Local Takes Aim at Budget, While Public Take Dim View of Spending Cuts

  • Local press are taking a keen focus on the government’s 2025 spending plans, identifying inconsistencies and potential issues with state budget plans.
  • The government are intending to issue bonds earmarked for funding for the state development bank worth over PLN 103bln – which has not been accounted for in the government’s central budget. As such, some economists have deemed the move as unconstitutional in a direct criticism of the government, according to Rzeczpospolita.
  • The NBP’s forecasts may be a due for revision as projections come under pressure from more expansionary fiscal policy than expected, with the state draft budget for 2025 proving “acrimonious” to the MPC, writes Rzeczpospolita. Separately, the paper speculates whether there will be a budget amendment to come, with the current forecast for revenues nearly PLN 40bln lower than the plans initially pencilled in for the 2024 budget act.
  • While overall spending is seen rising, the Ministry of Finance are signalling that cuts are to come to some state institutions, including some that have demanded an 18% rise in their maintenance spending, according to money.pl.
  • Polling data cited by DGP shows that while the public are in favour of reducing the deficit and repairing government finances, far fewer are in favour of the government cutting overall spending.
