POWER: Poland to Begin Talks On Capacity Market Amendments

The Polish government will discuss the draft amendment to its Capacity Market Act, which will allow for additional auctions, on 18 December (Wed), the government said, cited by ISB News.

  • The draft proposes having four additional auctions for the following delivery periods: 2H25 and for the delivery years 2026, 2027 and 2028.
  • These supplementary auctions will be conducted less than one year in advance of the start of the capacity obligation date.
  • The move will enable the share of capacity providers meeting CO2 emissions to be maximised.
  • As a result, generation units that fail to meet emission limits will be able to sign contracts for up to one year because, in the supplementary auction, they can secure contracts for either the 2H25 or for 2026, 2027, or 2028.
  • Recently, Polish utility Enea had to withdraw its 1.25GW of planned gas units due to too low prices in TSO PSE’s 2029 capacity auction on Thursday, with the lack of additional gas units potentially leading to issues with supply security and elevated power prices, PSE, Enea said, cited by Bloomberg.
