UK: Proroguing of parliament to go ahead after High Court dismisses legal
campaigner Gina Miller's case. Follows dismissal of similar case in Scottish
court on Wednesday.
- Supreme court will hear appeal on Tuesday 17th Sep. Should appeal be
successful parliament would be recalled. 
- Case still going through Northern Ireland court relating to threat to Good
Friday Agreement from prorogation. 
- At present, parliament will be prorogued by Thursday 12th Sep at the latest.
- After the passage of the Bill forcing extension of Art. 50 W/O deal,
proroguing could in fact prove a blow to Johnson. 
- With parliament not sitting until October 14, the government will lose the
opportunity to seek to call snap general election as vote among MPs required to
approve the motion.
