RUSSIA

Speaking to reporters in Moscow, Russian President Vladimir Putin states that 'if necessary, Russia will send military troops to the Donbas'. Comes after the upper house of Russian parliament authorised the move.

  • Putin on LPR/DPR: "Russia, having recognized these republics, recognized all the documents, including the constitution, where their borders are indicated". LPR/DPR seeking to push back Ukrainian forces out of Donbas in its entirety, not in just areas currently held by separatists. Risks major conflict with Ukrainian forces over cities such as Mariupol.
  • Putin states that Ukraine should 'demilitarise', and that an "anti-Russia" armed-to-the-teeth Ukraine is unacceptable. Says that Ukraine has nuclear ambitions that are 'clearly aimed at Russia'.
  • Max Seddon at the FT tweets: "Putin says the best way to solve the Ukraine problem is for Kyiv to abandon its goal of joining Nato and pledging neutrality. The barely veiled threat – there'll be war if they don't."
