Russia plans to take 4.4mn metric tons of refining capacity offline in October – a 10% increase on the prior plan according to Reuters calculations.

  • The revision follows the announcement of maintenance at Novotek's plant in Ust-Luga, as well as extended halts of crude distillation units at Komsomolsk, Ilsk and Ufa oil plants.
  • The revision may also result in higher crude loading volumes from Russia’s western ports in October.
  • For November, Russia's idle primary oil refining capacity is seen at 1.2 million tons, but may rise to 1.8 million tons if maintenance is extended Reuters calculations show.
