RUSSIA: Kremlin-Putin 'Constantly States He Is Ready For Negotiation' On Ukraine

Wires carrying comments from Kremlin spox Dmitry Peskov. Claims that President Vladimir Putin "constantly states that he is ready for contacts and negotiations on Ukraine", adding that he "also says the option of freezing the conflict will not suit us...It's important for us to achieve the goals that everyone is well aware of." Peskov say the outgoing Biden administration in the US is "doing everything to continue the Ukraine war in their remaining time."
- Peskov says that it is "absurd to blame Russia for the breakage of cables under the Baltic Sea." Adds that "We will take all necessary measures to ensure [the] safety of Russian critical infrastructure from attack."
- Claims that it is "hard to say whether reports of Biden's approval of anti-personnel mines for Ukraine are true." Has "no comment" on the closure of the US embassy in Kyiv among fears of an air attack.
- Speaking to Fox News overnight, Ukrainian President Volodymyr Zelenskyy warned that his country's forces will lose without US support, saying "we will stay, we will fight. We have our production, but it's not enough to prevail and I think it's not enough to survive".
- Putin's altering of the 'nuclear doctrine' rattled markets on 19 Nov, but the Pentagon sought to downplay concerns with DoD Deputy Press Sec Sabrina Singh saying "It's the same irresponsible rhetoric that we've seen before and that we've seen frankly for the past two years. [the US] don't have any indications that Russia is preparing to use a nuclear weapon within Ukraine".
