Russia Maintains 2023 Refinery Growth Plans as Diesel Exports Resume

Russia maintains plans for oil refining growth this year according to Interfax citing Energy Minister Nikolai Shulginov. "The refining level has not fallen significantly. There has been growth since the beginning of the year," said Shulginov.

  • He added that Russia has resumed diesel exports in an optimal volume with the aim of supplying the domestic market with at least 50% of production.
  • Fuel production in Russia is expected to increase from 127m tonnes in 2022 to 131m tonnes in 2023 according to the draft opinion on the federal budget bill from the State Duma Energy Committee. Diesel production is at 88m tonnes and gasoline at 43m tonnes compared to domestic fuel consumption expected at 51m tonnes of diesel and 36m tonnes of gasoline.
