Spanish Government Warns Against Ceuta STS Activity by Russia

The Spanish Government is trying to take measures to stop or complicate ship-to-ship transfers of Russian oils in the waters near Ceuta.

  • It appears despite its efforts to dissuade companies from doing so it has few options because the activity is taking place in international waters.
  • The STS activity came to light last week when vessel tracking companies indicated that Russia was using the process to move flows from the Baltic and Black Sea towards the Asian market. The STS activity is occurring off Ceuta, North Africa and Kalamata, Greece.
  • Russia is moving cargoes via small ships onto large ships waiting in these regions bound for China.
