The mobilisation of around 300k Russian reservists in late-September saw significant numbers of military-aged Russian males fleeing the country in order to avoid draft papers. Any wider mobilisation would likely have both a significant societal impact (potentially raising opposition to Putin), as well as hit the economy by depleting the workforce. Moreover, the deeper the draft goes into the Russian population the less effective its recruits are set to be as those with training, military backgrounds, or firearms experience are already likely to have been called up.
