UK: The gov't has outlined a 'traffic light' system for countries and whether
those returning to England from said country will have to go into a two week
quarantine.
- For 'green' countries with very low COVID-19 rates, no quarantine will be
required even if the country in question does not allow quarantine-free access
to UK citizens. 
- For 'amber' countries also with a relatively low COVID-19 rate, the quarantine
will remain in place until the agreement is reciprocal. For quarantine free
access, the second country must drop its quarantine for England.
- For 'red' countries (this includes the US) a 14-day quarantine will be
required no matter the circumstance. 
- This system only applies to England. As such, an individual from a 'green'
country into an English airport and travel to Scotland, avoiding the quarantine
period.
