HONG KONG: The UK Foreign Office has released its biannual report into the
situation of Hong Kong and the implementation of the 1984 Sino-British Joint
Declaration. The report covers the period July-December 2019.
- Report does address the current state of heightened tensions in Hong Kong
surrounding Beijing's planned implementation of a new national security law.
- Report states "In accordance with the Joint Declaration, the solution to this
unrest and its underlying causes must come from Hong Kong, and cannot be imposed
from mainland China."
- "The proposed national security law undermines the 'One Country, Two Systems'
framework, under which Hong Kong is guaranteed a high degree of autonomy with
executive, legislative and judicial powers."
- Sec of State reiterates potential offer to Hongkongers: "If China follows
through with its proposed legislation, we will put in place new arrangements to
allow British Nationals (Overseas) to come to the UK without the current 6 month
limit, enabling them to live and apply to study and work for extendable periods
of 12 months, providing a path to British citizenship."
