Truss Sets Out Plan For NI Protocol Bill: Bureaucracy, Customs, Fiscal

Foreign Secretary Liz Truss sets out the three main areas of focus for the outlined legislation regarding the Northern Ireland protocol:

  • Cutting 'unnecessary bureaucracy' between Northern Ireland and the rest of the UK with 'red or green lanes' for goods going to NI, whether they are for domestic consumption or export to the Republic of Ireland.
  • Ending checks on goods meeting UK standards being sold in Northern Ireland. Firms can choose whether to meet UK or EU standards.
  • Allowing the gov't to apply fiscal policy (e.g. regarding VAT) across the entire UK.
Says more details will come at a later date. Unlikely that any of these proposals will go down well in Brussels. Truss has invited EU counterpart Maros Sefcovic for talks on the protocol.
  • Already signs of backbench Conservative concern with proposals. Chair of NI Select Committee Simon Hoare (Con, North Dorset) stated to Truss in the Commons that "Respect for the rule of law runs deep in our Tory veins and I find it extraordinary that a Tory government needs to be reminded of that"
