Tusk Seeks To Secure Access To Frozen EU Funds, Poland To Report C/A Balance

POLAND
  • Prime Minister Donald Tusk told reporters that there is a "90% chance" that it will be possible to facilitate the release of the first EUR5bn tranche of EU recovery funds earmarked for Poland sufficiently for him to come back from the European Council summit on Friday and announce that "we've got this". Tusk will on Friday meet with European Commission President Ursula von der Leyen and the two are expected to discuss the matter. Separately, European Budget Commissioner Johannes Hahn told Reuters that the Commission will help Poland find a way to access some EUR111bn in frozen recovery funds and cohesion funds, even as it will not be a one-off transfer.
  • Development Minister Krzysztof Hetman told TVN24 that the government is working on extending the subsidised mortgage programme into next year and may trim the margin cap below 2%.
  • Finance Minister Andrzej Domanski suggested that the projected deficit in the 2024 budget will change, without providing any further details. Parliament is due to discuss the fiscal plan on December 21.
  • Poland will report its current account balance for October at 13:00GMT/14:00CET. A return to surpluses in 2023 may have provided some support to the zloty this year.
