UK: Vote on an early general election to take place later today. Gov't
attempting to get election under motion through Fixed-Term Parliaments Act
(FTPA), requiring 2/3 of MPs support.
- No guarantee this will get through, given Labour party's opposition. Motion
due to be debated from 1530GMT (1630CET) according to order paper if no urgent
questions called or ministerial statements made. 
- All eyes will be on whether the Speaker selects a Liberal Democrat/Scottish
National Party amendment to the FTPA, which would set the election day for
December 9, rather than PM's preferred Dec 12. 
- Should it be selected, the amendment would only need a simple majority to
pass, not a 2/3 vote. 
- Lib Dems/SNP have asked European Council President Donald Tusk to grant Art.
50 extension to Jan 31 2020. If EU does so, and PM promises to adhere to
extension, both parties say they will vote for an early election.
