Voters Approve President Noboa’s Security Measures

  • Voters approved nine out of eleven measures in a popular referendum put forward by President Noboa yesterday, with the approved measures mostly relating to matters of security, while the two economic ones were rejected. Those measures approved included ones proposed by Noboa to step up his war on drugs, including allowing extradition for drug traffickers. Pre-referendum surveys had suggested that the security-related measures were likely to be approved, while the two economic questions had been expected to pass by a smaller margin.
  • Goldman Sachs believe that President Noboa will seek to portray the results as an endorsement of his mandate ahead of elections scheduled for February 2025. However, they note that the failure to approve all eleven questions gives a less strong message from voters. What remains clear, they say, is that security concerns remain a priority for Ecuadorians.
