  • Biden may use the remarks to announce a widely reported pivot from the Biden administration on transferring advanced M1 Abrams battle tanks to Ukraine.
  • Biden's remarks follow German Chancellor Olaf Scholz's confirmation that Germany will send one company of 14 Leopard 2 tanks to Ukraine and unlock re-export permissions for third party countries.
  • Scholz told German lawmakers: “This is the result of intensive consultations with our allies and international partners... It was right and it is important that we didn’t let ourselves be driven."
  • NYT reports the US may send ~50 Abrams tanks to be procured through the Ukraine Security Assistance Initiative and take up several years to deliver.
  • An advanced tank division comprised of Leopard 2 tanks is expected to reach the battlefield sooner, and be far more operationally viable, making the decision taken by Germany one of the most consequential of the war so far.
