2nd Day Of Foreign Ministers' Summit As Deal Sought On Ukraine Support

The second day of the NATO Foreign Ministers' summit takes place in Brussels as foreign affairs chiefs from NATO's 32 members seek a deal on shifting control of funding Ukraine from the loose US-led Ukraine Defense Contact Group to NATO. Secretary General Jens Stoltenberg has talked up a USD100bn, five-year funding plan in order to ensure continuity of supply in weaponry to Ukraine as a sign that Russia cannot win the war.

  • There remains speculationas to whether member states, which make decisions by consensus, will accept such a figure. In particular member states seen as closer to Russia, namely Hungary, could seek to reduce the amount or even fully block it.
  • With the NATO-led fund intended to ensure supplies to Ukraine in the event that Donald Trump wins the White House in November and severely curtails US support for Kyiv, there will be a focus on whether such a fund would itself prove vulnerable to a Trump veto given the previously-mentioned reliance on consensus. There is also uncertainty as to whether the fund is new cash, or existing programmes compiled into one fund.
