Former Treasury Department official Michael Barr has emerged as the frontrunner for the top job overseeing banks at the Federal Reserve, according to people familiar with the matter, after President Joe Biden’s last pick faced opposition from Sen. Joe Manchin (D-W.Va.). Barr, now dean of the University of Michigan’s public policy school, played a major role in the crafting of financial safeguards in the wake of the 2008 Wall Street meltdown and has been a longtime consumer advocate.
