Biden To Push Kishida And Rutte On Semiconductor Export Controls

President Joe Biden is expected to discuss export controls on semiconductors to China when he meets Japanese Prime Minister Fumio Kishida today and Dutch Prime Minister Mark Rutte on Tuesday.

  • Japan and the Netherlands are key chips producers and both have expressed reservations to Biden administration plans to enact export controls designed to throttle China's access to high-tech chips and restrain military development.
  • The White House said in a statement that "cooperation on... critical technologies" will be on the agenda, and President Biden will be joined by US Trade Representative Katherine Tai at a working lunch with Prime Minister Kishida today.
  • Bloomberg reports that, “Japan and the Netherlands agreed in principle to mirror some of the strict export limits imposed by the Biden administration” but according to a person close to talks, an announcement on an agreement is unlikely to come during Rutte’s visit.
  • Three of the five major manufacturers of components required to produce advanced semiconductors are based in the US. The other two are Dutch and Japanese, therefore submitting to the plan would amount to a near complete restriction of high-tech chips to China.
