EU: Bilateral meeting between French President Emmanuel Macron and Dutch PM Mark

- The Netherlands sits as one of the 'frugal four' countries alongside Austria,
Denmark, and Sweden that have opposed the payment of grants to economies that
have been hit hard by COVID-19, with their leaders instead advocating loans.
- France and Germany have both been strong advocates for the EU plan, and Macron
is likely to seek to exert some pressure on Rutte to accept a version of the EU
plan ahead of any emergency European Council summit in July.
