CANADA: BOC Gov Stephen Poloz still expects Canada's below-potential 
growth to be "temporary". But data giving mixed picture and "need to be 
carefully monitored." Canada's economic growth slowdown extending into 
2019. Weakness partly due to oil and housing sectors. But also due to 
impact of trade uncertainty on investment. Oil sector to take time to 
adjust fully to $50-60 prices. Hsg taking longer than expected to digest 
rates, mtg rules. Still expects positive exports, biz investmnt later 
this year. Repeats March stmt:outlk warrants below-neutral rate. Says 
Canada's growth potential wld increase by 0.2 ppts per year without 
interprovincial trade barriers. Speech to the Baffin Regional Chanber of
