Borrell: EU Not Missing From Ukraine Negotiations

EU High Representative for Foreign Affairs and Security Josep Borrell speaking after Foreign Affairs Council meeting of EU foreign ministers. Borrell's comments below:

• "The Russian military buildup in Ukraine and Russia's attempt to create dividing lines on our continent undermine the core foundations and principles on which European security is built and bring back dark memories,"
• "Should diplomacy fail, we are very well advanced in the preparation of responses to potential Russian aggression. It will be a quick and determined action and with strong unity not only in the EU but also internationally."
• Says that the 'EU has not been missing from negotiations' with Russia. Says that the EU will be prepared to respond to Russian cyberattacks.
• On US withdrawing officials and families from Ukraine Embassy: "Blinken told us it was not an evacuation. It was non-crucial staff being told they are free to decide to leave the country (Ukraine) if they want to".
