E3: Offer On JCPoA Is The Final Text; Iranian Delegation Seeks Tehran View

Abas Aslani at the Center for Middle East Strategic Studies: "Senior Iran Ministry of Foreign Affairs official: [EU chief negotiator] Enrique Mora today presented some ideas on remaining issues to the parties. We conveyed our initial response & reservations as soon as we received them. But these items require comprehensive review & we’ll convey our additional views to coordinator & others."

  • Aslani: "Senior EU official says delegations are leaving Vienna, adding “the negotiations to have a text are over. We have produced a text. What happens now depends on the response of the participants on the whole text”."
  • Aslani: "Iran’s negotiating team will leave Vienna in the coming hours and will continue contacts and consultations with the coordinator and other parties."
  • Laurence Norman at WSJ: "Senior E3 [France, Germany, UK] Official: "The text tabled by the coordinator stretches us all to the limits of our flexibility. This marks the end of almost a year and a half of negotiations. Time for final decisions now." So as expected: Western officials say it's over and final text tabled. Iran says no it isn't. Bottom line of Iran talks situation: We'll now see whether this round of western 'take it or leave it' on the JCPOA revival text is truly the final offer. Iran still wants those safeguard assurances."
