EU: VdL Delivers Speech Before MEPs To Debate & Vote On New Commission

European Commission President Ursula von der Leyen is delivering the opening address at the European Parliament plenary session in Strasbourg ahead of the vote (expected around 0600ET/1100GMT/1200CET) on confirming her second College of Commissioners. Unlike the vote on her confirmation as president for another term held in July, in order for the new Commission to be approved en masse it requires a majority of all ballots cast rather than an overall majority of all 720 MEPs.
- The likely approval of the Commissioners-designate comes as VdL and Manfred Weber, leader of the centre-right European People's Party (EPP) the largest political group in the EP, have been able to garner enough support from across the political spectrum. As well as the EPP, the other 'moderate' groups, the centre-left Progressive Alliance of Socialists and Democrats (S&D), the liberal Renew Europe, and the environmentalist/regionalist Greens-European Free Alliance (G-EFA), are all set to - by and large - back the new Commission.
- In addition, the right-wing conservative European Conservatives and Reformists (ECR) of Italian PM Giorgia Meloni will likely have the majority of its members back the Commission. The participation of the ECR risked alienating the groups of the centre-left, but efforts to portray the ECR as 'pro-EU, pro-Ukraine, and pro-rule of law' have served to narrow the gap.
- Once approved the Commissioners-elect will come to office on 1 December.
