FED: Fed Chair Jay Powell in Q&A with Senate Banking Committee. Highlights: 
* Powell reiterates that June FOMC briefing on YCC included America's historical
use of the policy during WWII, and current usage by the Bank of Japan and the
Reserve Bank of Australia. 
* Powell says that "as of now" there is no need for a facility aimed at mortgage
servicers. 
* A senator asks Chair Powell if he supports the Treasury Department's decision
to lengthen the maturity of bond issuance and whether the Fed will be buying
longer-term bonds to match what the Treasury issues. Powell says: "That is an
issue that is squarely in the province of the Treasury Secretary and his
colleagues at the Treasury Department."
