France is proposing that the European Commission will introduce a “banking-borrowing mechanism” for European car makers to help them meet the new emissions targets and avoid fines according to a document seen by Bloomberg.
- The system would allow car manufacturers to average out their emissions over one or two years.
- “The risk of non-compliance with the CO2 regulation could lead several European car makers to face significant penalties,” the document said.
- The EU lowered the emissions cap on automotive industry from 2025 to 93.6 g CO2/km until 2029, from 95 g CO2/km previously.
- The auto industry faces challenges with disappointing EV demand and competition from Chinese manufacturers, prompting calls for a review of EU emissions standards.
