NATGAS
The German gas storage neutrality charge in place to recoup money spent purchasing strategic gas reserves has been extended to March 2027 according to Timera Energy.
- The levy, implemented in Oct 2022 increased from €1.45/MWh in H2-23 to €1.86/MWh over H1-24 with the end date extended from Dec 2024 to March 2027.
- The levy was extended to all allocation exit quantities at cross-border interconnection and virtual interconnection points from January 2023.
- As of Dec. 2023, Germany still needed to recover €8.5bn according to Reuters.
- An outsized impact is expected on CEE countries amid access to global LNG markets via new German LNG import terminals, according to Timera.
- Larger intra-European hub differentials could be expected and could be exaggerated if the mechanism is mirrored by other countries.
- The EC has however asked for a review by ACER to examine whether the tariff distorts the bloc's single market in a possible breach of competition rules.
