Heads of SVR and CIA Meet to Discuss Risks of Nuclear Escalation

  • A majority of countries at the Group of 20 meeting in Bali will condemn Russia for its war in Ukraine, saying that Moscow is “causing immense human suffering and exacerbating existing fragilities in the global economy,” according to a draft statement seen by Bloomberg.
  • Kommersant report that the head of the Foreign Intelligence Service (SVR), Sergei Naryshkin, met on Monday with his American counterpart, Director of the US Central Intelligence Agency (CIA) William Burns in Ankara. The US administration insists that the main topic of the negotiations was not the settlement of the conflict over Ukraine, but the reduction of the risks of nuclear escalation and the exchange of prisoners.
  • Russian coal exports fell by 7.5% in January-September to 142.4m tons, mainly due to a decrease in shipments of steam coal to Asia, Kommersant report. Shipments fell 12% year-on-year to 54.9 million tons, while exports to Europe fell only 6%, despite the embargo that took effect in August. According to analysts, interest in Russian coking coal will continue to grow, as it is offered at a discount, and because China is interested in diversifying supplies.
  • Bank of Russia Governor Nabiullina will introduce the main principles of 2023-2025 monetary policy in State Duma at 0900GMT/1200 local time. Meanwhile, Foreign Minister Lavrov will continue to partake in the G20 summit.
