ISRAEL: Qatari Media-Israeli Delegation Travels To Egypt 5 Dec For Gaza Talks

Qatar's Al-Araby Al-Jadeed reports that "an Israeli delegation headed by Shin Bet chief Ronen Bar will arrive in the Egyptian capital, Cairo, tomorrow, Thursday, to discuss ideas and visions related to the prisoner exchange deal and the ceasefire in Gaza." These talks come after a series of discussions between Hamas representatives led by Khalil Al-Hayya, and head of the Egyptian General Intelligence Service, Major General Hassan Rashad, on the hostages-for-ceasefire deal. 

  • The report claims that the Egyptian side has drafted, with input from Hamas, a new draft of the deal. Al-Araby: "The draft aims to dismantle [Israeli PM Benjamin] Netanyahu's concerns about the cracking of his government coalition if he moves towards an agreement with the resistance in Gaza to free the Israeli detainees."
  • Compared to the ceasefire in Lebanon, Netanyahu faces a much more difficult domestic political situation in agreeing to a deal in Gaza. Ultranationalists in the governing coalition - namely Security Minister Itamar Ben Gvir's Otzma Yehudit and Finance Minister Bezalel Smotrich's Mafdal-Religious Zionism - have labelled the comprehensive defeat of Hamas as a red line without which they will pull out of gov't. This would deny Netanyahu a majority and risk his ouster.
  • Supposedly officials from both the Biden administration and the Trump transition in the US have called on Egypt to avoid 'exceeding a certain level of pressure on Hamas' for fear of leading to "the situation exploding completely in a way that poses a threat to the lives of prisoners".
