FRANCE: Joint Cmte Set To Agree Budget Text, PS Stance Key To Avoiding Defeat

The Joint Committee (CMP) that seeks to reach agreement between the Senate and National Assembly on the text for a state budget has agreed to scale back plans for cuts to State Medical Aid (AME). The version of the budget passed by the Senate, where the parties of the centre-right hold a majority, provided for cuts of EUR200mn to the initial EUR1.3B allotted for AME. In the event, the CMP agreed to a proposal from centrist Renaissance deputy David Amiel that envisages a EUR111mn cut.
- Centre-left Socialist Party (PS) leader in the Assembly Boris Valladud said "We are not satisfied with the reduction in AME credits; we were demanding the reinstatement of the EUR200mn cut in the Senate,".
- The issue of AME has come to the forefront of budget talks following PM Francois Bayrou's controversial comments earlier in the week regarding the impact of immigration on France that saw the PS end its cooperation with the gov't on the budget (see 'FRANCE: PS Sets Out Conditions To Return To Budget Talks', 1154GMT 29 Jan). The PS has demanded a reversal of AME cuts to return to talks.
- With the CMP set to submit a joint text to the National Assembly on 3 Feb, focus turns to Bayrou's ability to get the PS back on board.
- Without PS support, Bayrou may be forced to use Art.49.3 to push the budget through without a vote. This risks another censure vote that could oust the gov't and prolong France's political and fiscal paralysis.
