Kremlin-Def Spending Increase "Absolutely Necessary" Amid Hybrid War

Wires reporting comments from Kremlin spox Dmitri Peskov. States that a significant increase in Russian defence spending is "absolutely necessary" in the context of the "hybrid war" being waged against Russia by the West. Peskov is asked aboutreports stating that Cubans are fighting on for Russia, but says "this is a question for the defence ministry".

  • Comes as headlines report Finance Minister Anton Siluanov stating that the Finance Ministry has "decided to cut state borrowings plan by RUB1trn (USD10.3bn) in 2023". The minister's comments come days after he admitted to 'problems' with O&G revenuesin a public video call with President Vladimir Putin. Siluanov stated that “Russia’s non-energy revenues are on track for growth as planned, with the potential for a small surplus by year-end, but there is a problem with energy revenues,” blaming “all these discounts" for the shortfalls.
