Signs of friction between President Emmanuel Macron and new PM Francois Bayrou are evident over the appointment of a new Council of Ministers. On the evening of 16 Dec, Bayrou said that "My schedule [for the appointment] is this week, but the President of the Republic must also be there." This has been seen as a slight against the president for his travel schedule. Macron is expected in Lyon on 17 Dec, in Brussels from the afternoon of 18-20 Dec for the EUCO summit, and he may visit the overseas department of Mayotte, devastated in a recent cyclone.
- In response, Politico reports that an adviser to the president said Macron would be "awaiting the proposals [for Cabinet ministers]” on the evening of 17 Dec after Bayrou finishes talks with party leaders and holds a Q&A in the National Assembly.
- Moreover, Bayrou has been criticised by President of the National Assembly Yaël Braun-Pivetfor retaining more than one mandate. As well as PM, Bayrou serves as mayor of the Pyrenean city of Pau. Braun-Pivet said she would rather 'see Bayrou on a plane to Mayotte than Pau'.
- His decision to remain in office in Pau while also serving as PM breaks recent precedent. Prime ministers Jean-Marc Ayrault, Edouard Philippe and Jean Castex resigned as respective mayors of Nantes, Le Havre and Prades during their tenures in the Hôtel Matignon post-2012.
- Given the political paralysis in France at present, and threats to the eventual agreement of a 2025 budget, any sign that Bayrou is neglecting his national duties due to his mayoralty of Pau could result in a fierce backlash.
