Mexico's Pemex Forced to Reduce Runs at Tula Refinery

Pemex’s Tula refinery in Mexico has been ordered by environmental authorities to reduce processing because of poor air quality in the local area.

  • It was ordered to reduce oil processing rates to 75% of its 315,000 bpd capacity.
  • The refinery is the second largest in the country and favours processing medium-light Olmeca.
  • Lower processing has prompted Pemex to sell a cargo of the grade to Cepsa for its Huelva refinery in Spain.
  • Pemex is trying to boost runs significantly to try and reduce oil product imports into the country. This was set to shore up Mexican barrels for domestic use but a slew of issues is seeing more barrels hit the water than originally planned.
