Foreign investors are welcome to play a greater role in China’s new pattern of development and dual circulation model, according to an NDRC spokesperson on Monday.

Beijing will reduce restrictions on its negative list for foreign market access, and ensure overseas companies receive equal treatment. Foreign participation would be prioritised in advanced manufacturing, modern services, and energy conservation. Efforts to expand overseas investment in central and western regions was also on the agenda, the NDRC said.

The target of 12 million new jobs in 2023 showed confidence the labour market would strengthen this year, along with the expansion of aggregate demand. On youth unemployment, the NDRC said it would promote entrepreneurship parks for college students returning to the countryside.

The NDRC said it would urge local governments to speed up the issuance and use of special bonds and the construction of projects, and also promote high-quality projects to issue infrastructure REITs.
