  • House Speaker Kevin McCarthy (R-CA) plans to bring a bill to the House floor on Friday which attaches a Continuing Resolution to a package of spending cuts and a GOP border security bill. Most are unconvinced he will have the votes to pass even a highly partisan bill, and, although there are several offramps available, a government shutdown now appears a near-certainty.
  • There are several procedural mechanisms available to prevent a shutdown. Both are unlikely but moderate Republicans may consider the rules of the chamber sufficiently changed to attempt their own coup.
  • If Congress fails to pass Ukraine funding this cycle, the next White House request for supplemental Ukraine aid could be as high as USD$80b.
  • Kari Lake is expected to announce a run for Senator Kyrsten Sinema’s (I-AZ) seat next month.
  • House Republicans will today hold their first inquiry into whether to impeach President Biden.
