Executive Summary:
- Congressional leaders are expected to release the final text of five of the six remaining fiscal year 2024 spending bills on Sunday. With negotiations stalled on the Department of Homeland Security bill due to partisan disagreements on immigration, a full-year continuing resolution on the DHS bill may be included in the package.
- House Speaker Mike Johnson (R-LA) gave more mixed messages on Ukraine/Israel aid at a House Republican retreat yesterday.
- Senate Majority Leader Chuck Schumer (D-NY) delivered a controversial speech yesterday calling for new elections to replace Israeli Prime Minister Benjamin Netanyahu. Schumer identified the Israeli PM, along with “radical right-wing Israelis in government and society,” as two of the four major obstacles to peace – the others being Hamas and Palestinian Authority President Mahmoud Abbas.
- Progressive Democrats believe that Schumer’s speech, which was slammed by Israeli officials and Republicans, could change the parameters the US-Israel relationship and allow more discussions on conditioning military aid to Israel.
- The USD$78 billion bipartisan tax bill appears on the verge of collapse after negotiations between Senator Finance Committee Chair Ron Wyden (D-OR) and ranking Republican Mike Crapo (R-ID) fail to deliver a workable compromise.
- Former President Donald Trump may not see any of his four criminal trial start before the presidential election in November after the Manhattan DA Alvin Bragg yesterday agreed to delay the New York hush money trial which was due to start on March 25.
