Negotiations for Druzhba Supply to Germany from Kazakhstan Not Concluded

German negotiations for oil supply to the PCK Schwedt refinery from Kazakhstan via the Druzhba pipeline are not yet concluded. Germany is standing by the pledge to halt pipeline supplies of Russian oil from the start of January.

• Germany is confident the refinery “has made good preparations in recent months and will be able to produce without Russian oil in January” according to a spokeswoman for the Economy Ministry yesterday. She added the refinery will operate “at a comfortable, good level of capacity utilisation”.
• Current pipeline capacity from the port of Rostock is being upgraded but is currently not enough to supply both the Schwedt and Leuna refineries which have both been reliant on Druzhba flows.
• Kazakhstan haven’t submitted any official request to Russia’s Transneft to send oil to Germany via Druzhba pipeline in January according to spokesman Igor Dyomin
• “It’s possible to make changes to the January shipment plan, but only for the second half of the month,” he said.
