NI Protocol Bill On Order Paper, Confirmed For 13 Jun Presentation

The House of Commons Order Paper for Monday 13 June confirms that the Northern Ireland Protocol bill will be presented by Foreign Secretary Liz Truss. This is the first step towards the unilateral disapplication of the NI protocol that could trigger legal action and economic sanctions from the European Union.

  • Yesterday, Bloomberg reported that the EU has drawn up a draft statement in response to the presentation of the bill. Stated that the EU wants to 'avoid being incendiary' given that even with the presentation of the bill coming on Monday, the law is unlikely to be on the statute books before next year.
  • There is a sizable portion of the upper chamber, the House of Lords, that has voiced disquiet at the prospect of the UK unilaterally amending or jettisoning the NIP. Former Conservative chancellor Baron Clarke of Nottingham stated that he expected a 'very large majority' of the Lords would ‘hold it up for a considerable time’.
  • BBG reports that the bill is set to contain provisions including: "Green and red trade routes, separating goods just flowing between Britain and Northern Ireland from goods intended for the Republic of Ireland; A dual regulation regime, handing businesses the choice to follow UK or EU standards for goods; An expanded trusted trade scheme for eligible businesses; Changes to rules regarding value-added tax and state aid; Replacing the European Court of Justice as the ultimate arbiter over legal disputes with the UK courts."
