US nonfarm payrolls above expected at 128K with 95K in net upward 
revisions for prior two months. Unemployment rate up a tenth to 3.6% as 
participation ticked higher. BLS noted that strike activity took away 
47K jobs in manufacturing, while a drop in temporary hiring for the 
2020 Census caused federal government jobs to fall 17k.
