Parliamentary Committee Won't Oversee Electricity Min As It Doesn't Have Its Own Budget

News24 reports that South Africa's National Assembly Rules Committee this morning decided that parliament will not establish a committee to oversee Electricity Minister Kgosientsho Ramokgopa as his ministry will not have its own budget but will draw from that of the Presidency.

  • The decision highlights the unclear status of Ramokgopa and his ministry amid the well-documented tensions within the ANC over the inconclusive attempts to define the Minister's formal prerogatives.
  • Secretary to the National Assembly Masibulele Xaso noted that "the Minister does not have a specific budget (...), does not have a dedicated department and is supported by staff in the Presidency and outside thereof."
  • News24 reports that Speaker Mapisa-Nqalula was unaware that the Ministry was situated within the Presidency and believed that it "will be working with minerals and will also be working with the Ministry of Public Enterprises."
