Partial Restart for Keystone Pipeline

TC Energy says it has restarted the section of the Keystone pipeline that was unaffected by last week's oil leak in Kansas.

  • Flows are between 150k b/d and 170k b/d according to Genscape.
  • TC Energy had been targeting a partial restart December 14.
  • The segment of the pipeline where the leak occurred remains sealed off.
  • Canadian crude prices have been relatively steady since Keystone shut down because of ample spare capacity in Alberta storage hubs, but the discount on Western Canada Select has started to creep wider as the outage drags on.
  • The company is aiming for a full restart December 20 according to Bloomberg sources.
