FED: Philly Fed's Harker, voter, in Q&A to Delaware Chamber of Commerce:
* Asked about forward guidance, says committed to keeping rates low until there
is "real measurable progress" with a "demonstrable move towards a normal
economy" particularly with employment, GDP growth and inflation. Says no
"numbers and metrics" from the Fed about rates lifting off yet "because we don't
know" yet the path to the economy. 
* "Jury is out" whether consumer spending will snap back in H2. "Strong
possibility" that "many" hotels, restaurants will never reopen. 
* Banking sector will need to keep an eye on commercial real estate risks,
Harker says.
