UK: PM confirms that the WAB will ensure that there is no prospect of an
extension to the transition/implementation period at the end of 2020. 
- This remains a major concern for markets, which have reacted to the move as an
indication the UK could end up with a WTO trading relationship with the EU at
the end of next year.
- Says the prospect of extensions to transition period would leave the UK like
"Prometheus chained to the Tartarian crag, his liver pecked out by an eagle and
then growing back only to be pecked out again in the cycle repeated forever".
- Nevertheless, there are likely to be ways around this, whether through a thin
FTA being agreed by end-2020 to be fleshed out over the coming years, or indeed
a new bill being introduced to override or amend the WAB.
