- It looks as if the CDU did most of the compromising to get this Grand
Coalition. Bearing in mind the discrepancy of votes, the SPD got the Finance
Ministry, Foreign Ministry and the Ministry of Labour and Social Affairs - three
big heavyweights. Not only that, the first line in on the title page of the
CDU/CSU/SPD agreement reads "a new start for Europe", only second comes "a new
dynamic for Germany". It says it all.
- Yet Merkel lost more. Even the CSU got the Interior and Home Affairs Ministry
and the Ministry of Transport. At least Merkel was Chancellor but she lacks
support and a power base in the ministries. Theresa and Angela can at least swap
'Lame Duck' notes when they next meet.
- For Europe, SPD's gains means that further integration can continue and talk
of two speed Europe with Germany lagging behind France and Italy can lessen
somewhat.
- The new Finance Minister, Olaf Schulz gets on well with Merkel is seen as a
centrist but one who leans slightly away from the fiscal austerity of Schaeuble.
