Putin Likely to Address Federal Assembly on Feb 20 or 21

  • President Putin will address the Federal Assembly on Feb 20 or Feb 21, according to Vedomosti. The date will likely be confirmed on Feb 10. According to the Constitution, the President addresses the Federal Assembly with annual messages on the situation of the country and the main directions of domestic and foreign policy. The last time the President delivered a message was on April 21, 2021.
  • Kommersant report that the Bank of Russia have introduced a temporary relief for loss-making banks - until the end of the year, they are allowed to assess the size of operational risk by actual losses.
  • A Chinese envoy urged for an earlier end to the Ukrainian conflict and for the immediate halt of the Zaporizhzhia nuclear power plan shelling, Xinhua reports, citing Dai Bing, China’s deputy permanent representative to the United Nations. According to Bloomberg, Dai urged to ensure safety and security of the Zaporizhzhia plant to avoid escalation of the conflict to a nuclear crisis, but also called for removing obstacles to Russian grain and fertilizer exports.
  • The Bank of Russia will report its officical reserve assets at 1300 GMT/1600 local time (Prior: USD582.0b). According to Interfax, the State Duma will hold a plenary meeting, including on integrating annexed regions of Ukraine into the Russian social security system.
