MNI POLICY: China  Has No Pre-Set 'Unreliable Entity' List

China's unreliable entity list does not target specific countries or companies and there is no pre-set list of firms, Gao Feng, a spokesman for the Ministry of Commerce said Thursday.

"Which companies will be included in the list depends on their own behavior," Gao said at the regular weekly press briefing when asked about the Unreliable Entity List Regulation, published last Saturday, which vows to penalize companies that take discriminatory actions toward Chinese firms.

"China has repeatedly emphasized that China's basic national policy of reform and opening up will not change, and its determination and confidence in opening up will not change," Gao added, dismissing that the regulation would dampen foreign investors' confidence in China's market.

Gao also confirmed that Beijing's Commerce Bureau has received an application from Bytedance, the owner of TikTok, for the license of technology exports. China modified the technology export restriction in August, subjecting the announced partnership deal between Bytedance and Oracle to China's approval in addition to Washington's, MNI noted.
