RUSSIA: Fuel Exports Rebound as Diesel and Fuel Oil Flows Rise

  • Bloomberg report that Russian oil-product exports rebounded in the first half of this month, driven by a recovery in diesel and fuel oil shipments amid improved refining rates. They note that seaborne flows of petroleum products totaled about 2.2m barrels a day in the first 15 days of September, up almost 10% from the daily average for all of the previous month.
  • A special government subcommittee for control over foreign investments discussed a possible increase to the mandatory contribution to the state budget when a foreign company sells its Russian unit to exit the market, Bloomberg report citing local newspaper RBC. During the discussion, a proposal was put forward to raise the “exit fee” to 40% from the current 15% of the market value of assets.
